Zoë Scott is a senior DRR and governance professional with over 15 years’ experience working on public policy, research and evaluation in low- and middle- income countries. From 2013-15 she was the Disaster Risk Governance Lead and Project Manager on a US$1.5 million research programme investigating disaster risk management capacity development, involving fieldwork in Haiti, Pakistan, Myanmar, Ethiopia, Philippines and Mozambique. Zoë is also the DRM Specialist for a US$1.5 million DFID study on using social protection systems in disaster situations(2015-17), and is the DRR Governance Expert for a UNISDR evaluation due to be completed in 2016.

Zoë was a lead author for the World Disasters Report 2015 and she has a number of other DRM related publications, available at: http://preparecenter.org/resources/strategic-research-national-and-local.... Zoë also produced background papers for the Global Assessment Report 2011 – she was the Disaster Risk Governance Lead Expert for a multi-country research project on Governance and Disaster Risk Reduction, which required field research in South Africa, Mozambique, Indonesia and Colombia. Her work was published by UNISDR as two background papers for the GAR 2011 – one on decentralisation and DRR and one on the political economy of DRR.

Zoë is an experienced evaluator, having been involved in a number of large scale evaluations. She currently chairs the Steering Committee for an impact evaluation of the UK’s Disaster Emergency and Preparedness Programme (DEPP), being conducted by Harvard University. She has also project managed a $1.3 million impact evaluation in Zimbabwe, and was a country team leader for an OECD multi-donor evaluation of governance reforms across five countries between 2001 and 2011. Zoë has worked in a variety of developing countries, and as a consultant for a range of UN agencies and international donors including UNDP, UNISDR, UNICEF, UNAIDS, World Bank, DFID, AusAID and IFRC. She holds a Masters degree in Law in Development and trained as a public finance specialist for PriceWaterhouseCoopers.
