Stephen Akroyd

Stephen Akroyd is a senior principal consultant in our Public Sector Governance team. As a staff member working with us for over 20 years, he has extensive experience in managing and carrying out consultancy assignments on a wide range of development issues across countries in Africa, Asia, the Former Soviet Union, and the Pacific.

Stephen has recently been managing projects that support the rollout of large and complex reform programmes designed to improve the delivery of public services in a number of countries. These have covered policy, planning, public financial management, institutional reform, and monitoring and evaluation.

We worked with the Government of the Russian Federation to review the objectives and functions of government departments and agencies.

Evaluating the plan for the modernisation of agriculture, Uganda

Denmark's development cooperation, Danida, contracted us to undertake an evaluation of the Plan for Modernisation of Agriculture (PMA) in Uganda.

Supporting improved education access for all children in Lebanon

This project worked to provide world class technical assistance to RACE II programme in Lebanon by supporting public sector education service delivery and the strengthening of the formal education system.

The Open Government Partnership (OGP) provides a platform for governments and civil society to promote transparent, inclusive, and accountable governance around the world. In 2019, OGP funders commissioned Oxford Policy Management (OPM) to undertake an independent evaluation of the OGP’s core institutions, and the efforts of the OGP Support Unit (SU) in particular.

Learning assessment of urban sanitation capacity building investments in India

The learning assessment will evaluate how capacities have been built and the strategies used by the TSUs to engage effectively with the government. The findings of the learning assessment will inform future Bill & Melinda Gates Foundation investments in the sector.
