Promoting evidence-based policy making
OPM explained the key ingredients for evidence-based policy making in rural and agricultural finance at the Cracking the Nut 2012 conference in Washington DC on 26 June.
Despite the emerging consensus among technical specialists on the value of a financial systems approach to rural and agricultural finance, governments and donors in Sub Saharan Africa often rush to action on the basis of weak evidence and/or perceived conventional wisdom, following their own perceptions of economic and political necessities.
Using examples from Sub Saharan Africa, OPM’s Robert Stone and Sukhwinder Arora will demonstrate how a holistic approach – combining market systems analysis, agricultural value-chain analysis and political economy analysis - can lead to more effective results.
