Effective and sustainable social assistance services in Moldova
We supported the Ministry of Social Protection, Family, and Child in Moldova to improve the delivery of social assistance services to reduce poverty and protect vulnerable groups.

Our work included three components: reform of the cash benefits system, reform of social care services, and support to donor coordination.
Under the first component, we supported the development of a means-tested benefits system, including legislative and administrative reform.
Under the second component, we supported the elaboration of an integrated strategy for the provision of social services at a community level in order to reduce reliance on residential care and improve the efficiency of service provision.
Under the third component, we supported the development of new mechanisms for donor coordination and dialogue, which were intended to move donor interventions towards a sector wide approach to social protection during the lifetime of the project.
Cross-cutting themes of the project included support to central administrative processes (including the National Development Strategy), sector Medium-Term Expenditure Frameworks, and decentralisation of service delivery, the strengthening of monitoring and evaluation, and the strengthening of stakeholder participation in all stages of the policy process, including a vulnerability assessment with beneficiaries and non-beneficiaries of social assistance services.
