The project entailed the preparation of a paper to consider options for the design of a Special Products (SP) mechanism in a revised WTO Agreement on Agriculture. The SP modality has been proposed by the chair of the WTO Agriculture negotiations. It would enable developing countries to undertake less onerous commitments in reducing market access barriers for certain sensitive products. The paper considered whether the SP concept is justified, how SPs would be identified, the nature of the concessions for SPs and which countries would be entitled to these concessions. It was intended to assist negotiators in discussions of this issue. OPM prepared the paper based on data analysis, stakeholder consultation and a literature review. The paper was presented at a workshop for EU NGOs and government officials in Paris.
