This project evaluated the outcomes of Denmark- Bhutan cooperation over the period 2000-2009. Denmark provided support in line with the 9th and 10th Five Year Plans of Bhutan, particularly in the areas of health, education, governance and environment. The evaluation, which was preceded by a separate evaluation of capacity building, assessed the changes in outcomes in these sectors, and the extent to which these can be attributed to support from development partners in general and Denmark in particular. The evaluation also looked at issues of aid effectiveness. As Danida is withdrawing support from Bhutan from 2013 onwards, a particular concern is sustainability and the team is also looked at ways of consolidating positive changes in outcomes.
