OPM provided the team leader and a health economist for a study on the ways in which the interests and influence of different stakeholders and stakeholder groups shape policy choices and the progress of policy implementation in the health sector in Nepal. The purpose of the study was to help inform the decisions of donors providing pooled funding in support of the Nepal Health Sector Programme (NHSP). The study involved case studies of the implementation of free essential health care (abolition of user fees for selected services) and the Safe Motherhood programme.
