OPM was commissioned to prepare a background paper for a joint ADB-World Bank-JBIC Flagship Study on Infrastructure Development in East Asia and the Pacific. The paper reviewed the state of infrastructure provision in the region in relation to the profile of poverty, and developed a conceptual framework for understanding the links between infrastructure investment, infrastructure services and the poor. Consultations were carried out with ADB staff in Manila, and the paper was presented in draft at a workshop in Bali in June 2004. Subsequently, a further paper was commissioned to develop a conceptual framework for regional integration through cross-border infrastructure in East Asia and the Pacific.
