OPM carried out the “groundwork” for the development of a national social protection strategy (NSPS) in Cote d’Ivoire. The consultancy combined an assessment of the feasibility of expanding social protection in Côte d’Ivoire, along with awareness-raising and advocacy, the development of a methodology for NSPS preparation (including an organisational component linked to eventual implementation), the development of specific policy options and the identification of knowledge gaps. To deliver these objectives, OPM was involved in extensive stakeholder consultations with all relevant line ministries and chaired a three day workshop on social protection options for Cote d’Ivoire. Recent data from the ENV 2008 household survey were also analysed to present a series of costed policy options and their impacts on poverty levels, including extensive micro-level simulation analysis.
