The purpose of the study was to help identify the amount of transitional assistance needed under the EU financial framework for 2007–13 to enable ACP sugar-producing countries to successfully manage their adjustment to changes in the EU sugar regime. Six country sugar action plans were analysed in terms of the strengths and weaknesses of their costings/budgets; and the quality of the evidence base underlying these. Judgements were then made about which cost estimates require further adjustment in order to arrive at a total cost for each plan that could be considered to provide a reasonably sound basis for EU financial support.
