The assignment entailed conducting a census of the skills in Rwanda’s financial sector and identifying the skills gaps and shortages, in relation to present and forecasted needs in the sector. The study covered the key skills and key posts in commercial banks and the range of non-bank financial institutions operating in Rwanda, including the microfinance sector. The study provided recommendations for policy consideration, on key issues in the development of skills in the financial sector and included. • Design and implementation of a supply-side survey; • Coordination of field work; • Facilitation of stakeholder meetings, as part of the consultation process; • Review of documents and related literature; • Drafting of report; and • Presentation of findings and results in a stakeholder workshop.
