OPM was contracted by UNICEF to carry out an assessment of progress in the reform of the child welfare system in Georgia between 1999 and 2009. This included progress in deinstitutionalisation and the development of family-based care, the reorganisation of governance structures and the use of financial and non-financial resources. This work was a component of Georgia's submission for UNICEF's subregional consultation on child protection. The team carried out a full documentation study and also spent two weeks conducting interviews and site visits with key stakeholders. The conceptual framework was based on the policy cycle and covered all aspects of the child welfare system. The aim was to increase understanding of the progress and shortcomings of the reform process in Georgia; and to provide policy analysis to serve as an input for further support for the reform.
