In many cases, however, weak institutional frameworks and hyper-politicised contexts make these environments some of the least responsive to traditional development assistance. Recovery plans must account for the complex web of powers and influences that exist in any post-conflict situation as well as the shifting priorities and agendas of different stakeholders.
