We design, implement and evaluate climate change and disaster management policies, analyse the costs of inaction, and provide training in related fields, among other services.
The Action on Climate Today (ACT) programme is managed by OPM and funded by UK Aid. ACT works with national and sub-national governments in South Asia to support the mainstreaming of climate change adaptation within development planning and budgeting. This paper provides highlights of an assessment that explored the institutional context for tackling climate change in ACT countries. Institutional context is a critical factor in determining whether and why climate change is a priority for governments and their ability to define and deliver effective adaptation strategies.
