Richard Williams

Portfolio Manager, Natural Resources and Energy

Richard Williams is a development economist with expertise in financial sector development, political economy analysis, aid policy and public financial management (PFM). Richard is currently working as a consultant for the Economic Policy Programme at OPM. He recently finished managing a two-year collaborative action research project with OPM and the University of Bath to analyse the political economy of financial sector development and policy engagement. Prior to OPM, he worked as an independent consultant, evaluating Solomon Islands’ public financial management (PFM) systems in preparation for a new budget support. Formerly, Richard had spent two years there as a government economist (ODI fellow) in the Ministry of Finance and Treasury where he established a new economic unit focusing on aid effectiveness, a number of new budget support and sector programmes and led policy advice to senior levels of government to negotiate and implement a macroeconomic IMF lending program.
