Gunilla Pettersson Gelander
Gunilla has a mix of relevant experience in education sector analysis and policy, governance, evaluation and surveys from working as an economist at Oxford Policy Management and the World Bank and researcher for 14 years. She combines experience of interacting with senior government officials, national technical teams, donors and NGOs, with experience working as an economist on education service delivery, governance, evaluations and surveys. She has expertise in a number of areas including: education governance, service delivery and financing, design, implementation and analysis of impact evaluations and facility surveys, and assessment of pupil learning and teacher performance. She has a deep understanding of the education context and systems in developing countries and is well versed in the challenges involved in service delivery in decentralized systems from her work on the Democratic Republic of Congo, Indonesia, Kenya, Lesotho, Malawi, Nigeria, Sudan and Tanzania. Gunilla has demonstrated strategic capabilities and interpersonal skills required to lead complex projects and effectively communicate results to stakeholders. She has successfully led teams working with the strengthening of education quality in developing countries and programme evaluation. She has published in academic journals and edited volumes on education service delivery, health worker labour market choices, skilled migration and aid effectiveness.
