Celina is an evaluation specialist with more than 10 years of international development experience. She has developed quantitative and qualitative evaluation tools for clients in the fields of financial sector development, microfinance, public health, rural development and micro enterprise development. With OPM, Celina supported the South Sudan Microfinance Development Facility in developing their social impact monitoring strategy. She also developed a comprehensive monitoring system to help the Namibian Ministry of Finance and Bank of Namibia to monitor the progress of their 10-year financial sector strategy. Prior to working with OPM, Celina was the Monitoring and Evaluation specialist with the Alliance for Financial Inclusion, where she designed the overall monitoring and evaluation strategy for the organization and led a working group of more than 25 policymakers dedicated to improving the metrics and tools used to measure financial inclusion in their countries and globally. Celina holds a Bachelor’s of Science in Applied Mathematics and a Master of International Affairs in Policy and Economic Analysis both from Columbia University.
